Mongolia Economic Forum – the concept
Mongolia, since 13th century adopted a tradition of establishing rule of law and open discussion of policy issues at forums, when its first Huralday or Forum adopted the first Constitution or Ih Zasag (Jasa) 9 years earlier than Magna Carta in Britain, and elected the Great Emperor of Mongolia Chingis Haan. Ever since, most important policy issues were always discussed openly between policymakers on various Huraldays.
So it is only natural that on February 8 and 9 of 2010, Mongolia will hold its inaugural Economic Forum under auspices of the Prime Minister of Mongolia with active support of the President and Great Hural or Parliament of the country. The event will lay a foundation for the establishment of Mongolia Economic Forum, an independent non-government organization, to not only hold future Forums but also to provide a permanent venue for open discussion of policy issues and helping policy makers find consensus on development matters.
The Inaugural Mongolia Economic Forum of 2010 has a number of distinctive features which make it different from other conferences and forums in previous years held in Mongolia and elsewhere.
Firstly, clear ownership of the event and its recommendations by national political forces and state institutions sets it apart. While Mongolia Economic Forum welcomes support and participation of international organizations, representatives of foreign Governments and private foreign investors and companies, interested in working in the country, it is clearly a locally-owned platform for discussion of development issues, identification of crucial policies for economic growth and finding a consensus among all domestic players on vital issues of national development.
Secondly, the Forum is not a purely academic or business event. Its major goal is to discuss openly and transparently development policies and reach consensus among policymakers. Therefore, politically, the Forum from the very beginning is viewed as a multiparty, multi-institutional platform for discussion.
Thirdly, being held before New Lunar Year, a traditional Mongolian New Year, the Forum signifies a new start for the year and aims at identifying crucial policy steps for that year. In that sense, the Economic Forum’s recommendations will have a strong impact on national annual and midterm development plans, budgetary policy and public investments.
Holding the Economic Forum in Mongolia possesses significant importance for Mongolian and international business community. The main goal of the Forum is carrying out consultations and discussions between policykers, business and academicians on development issues.
For 2010, better utilization of the Nation’s human and natural resources to improve the competitiveness of the country will be key agenda issues. Other agenda items include budgetary reforms, development of mining and related infrastructure, developing financial markets and stock markets, green economy and land rehabilitation, preparing educated workforce for development and improving overall business environment of Mongolia. The Inaugural Mongolia Economic Forum will be devoted to finding best solutions and consensus in these fields, vitally important for the country.
Participants of Forum will be national policymakers, including the Government, the Parliament and President’s administration, local governors, business leaders, academicians, non-government organizations, and local and international media. The Forum is planned to give maximum transparency and openness to policy discussions and it is going to be widely presented to public through the media. Information support of the Forum will include a number of press conferences with the participation of the most outstanding guests of the Forum, and the advance of information about the Forum to leading Mongolian and foreign media.
Activities of the Forum will be organized in the form of main discussion sessions, "round tables", plenary sessions, exhibitions of companies and consulting companies, presentations of investment projects and regions, workgroup sessions and bilateral meetings. The Forum will adopt policy recommendations for main policy issues and is planned to be an annual event, organized by the Mongolia Economic Forum NGO in February of each year. Mongolia Economic Forum will be a multi-stakeholder, independent, non-partisan organization responsible for the forum organization and public discussions in-between.

On behalf of the Organizing Committee, I am pleased to invite you to participate in an inaugural Mongolia Economic Forum to be held on 8-9 February 2010, in Ulaanbaatar, Mongolia.
The inaugural Economic Forum will be organized under auspices of the Prime Minister with the support of the President and Parliament of Mongolia, and will engage an active participation of the members of the Mongolian Government , Ulaanbaatar city Mayor`s office, provincial administrations, business leaders, academics, non-government organizations and media. Mr. Hernardo de Soto, a well-known economist, will be a guest speaker at the Forum.
It is not a coincidence that we hold the Forum just ahead of the Lunar New Year celebrations as the outcomes of this event will be instrumental in in development of the critical policy decisions in 2010. In this context, the recommendations to be drawn from the Forum will have a far-reaching impact on annual national and mid-term development plans, budgetary policy, and public investments.
You will be presented with a unique opportunity to obtain the first-hand informations and updates on latest developments of the Mongolian economy and Government policy from the policy-makers. Key agenda will be to better utilize the nation`s human and natural resources to improve the competitiveness of the country. A broad scope of issues in overall business environment as well as in core industries such as infrastructure development, budgetary reforms, facilitations of mining and financial institutions with the emphasis on capital markets, promotion of green economy and land rehabilitations will be discussed.
The Forum will stress the importance of transparency in development and growth issues among participating policy-makers, businessmen and scholars, and it is hoped to build a consensus in making recommendations. The Forum`s process will be broadcasted over national and international media to ensure a maximum coverage.
Furthermore, the Forum provides a unique networking opportunity as it will attract all policy-makers, business leaders, and NGOs of the country.
